We are a vehicle hire/lease company and the vehicle was hired/leased under an agreement at the time and the person liable signed a statement of liability for any resulting penalty charges/parking charges. Vehicle hire/lease companies MUST provide a copy of the hire/lease agreement relevant to the contravention date. It must include the hirers name, full address (including a flat number) and MUST include a signed statement of liability for any resulting parking charges. If these conditions are not met then you, the Hire/Lease company will still be liable under the POFA Act 2012. All information must be within 28 days of NTK date. If we have reasonable doubt that the name and/or address supplied is incorrect/fictitious then we will not accept it.

I am the Keeper of the vehicle but it was in the possession of the person named below. To transfer liability you must include the full name and proper serviceable UK address of the person. Incorrect spellings of names, half addresses or missing flat or house numbers and the transfer will NOT be completed and we will continue holding you liable, the Keeper. We may ask for further evidence to support you claim of transfer to someone else. If the evidence can not be submitted then the Keeper will be liable for the Parking Charge. For example, we may ask for proof of Insurance for the thrid party to drive your vehicle. If we have reasonable doubt that the name and/or address supplied is incorrect/fictitious then we will not accept it.
